Kevin Jans is the President and Founder of Skyway Acquisition Solutions (“Skyway”). After 16 years as a Department of Defense contracting officer, he founded the company to help middle-market firms navigate the increasingly complex process of competing for Federal contracts. Kevin built his company on the premise that no one knows the Federal acquisition system better than those contracting officers and buyers who managed it from the inside. Following that business model, he built a team of experts with ‘insider’ experience who have served as contracting officers. What separates Skyway from other government consulting companies is the insight that comes from having done the work as federal contracting officers.

Vicky brings nearly 20 years of Contracting Office experience for the Department of Defense (DOD). Since leaving the DOD in 1998, she has amassed 18 years’ experience as a proposal manager and writer in the federal, state, and local government market. She has developed winning proposals worth billions in government contracts in her career. She is a hands-on proposal manager who works with our clients’ technical experts to draft compelling and compliant Technical, Past Performance, and Business Volumes. She has experience developing Management Plans; Quality Control Plans; Staffing/Organizational Plans; Organizational Conflict of Interest (OCI) Plans and other proposal and contract deliverables. In the past four years with Skyway, Vicky has helped our clients win over $350 million in federal contracts.

His background is in Information Technology and has worked as VP of Business Development for Cardinal Healthcare. He is a Past Chairman of the Central Pinellas Chamber of Commerce and is currently serving as Chairman of the Metropolitan Planning Organization’s Citizens Advisory Committee for Pinellas County.

Karen brings over 35 years of high level insight into policy and source selection procedures as well as a lengthy history of promoting opportunities for Small Businesses. In her most recent position as Deputy Director, Small Business Office at Special Operations Command (USSOCOM), she developed, implemented and oversaw the DoD Small Business and Small Business Innovation Research (SBIR) programs for the Command. She spent over 10 years advising the Special Operations Acquisition Executive, Program Managers and field offices on small business policies and procedures applicable to procurements and the source selection process. This translates into key strategies and insight for small business clients who face source selections within the highly competitive USSOCOM marketplace.

Shelley has over 32 years’ experience with the Department of Defense. For twenty of those years, she held an unlimited contracting officer’s warrant (in both Air Force Material Command (AFMC) and Air Force Space Command (AFSPC)). She has experience in commercial, non-commercial, supplies, services, major source selections, simplified acquisitions, foreign military sales, and large dollar contracts. She retired as a procurement analyst in November 2015 and now dedicates her time to Skyway Acquisition and their clients. Her many years of experience have made her an expert in acquisition regulations including the Federal Acquisition Regulation (FAR), the Defense FAR Supplement (DFARS), and the Air Force FAR Supplement (AFFARS).

Terri is a current US Army Contracting Officer. With degree specializations in Contracts and Program Management, Government Acquisitions and Information Systems Technology, and cost/price analysis, Terri brings 15 years of both Government and Industry contracting experience to the Skyway team. Terri joined the Air Force in 1989 as an Imagery Intelligence Analyst for US Strategic Command (USSTRATCOM), where she became a Trade Skill Certified Journeyman in Imagery Interpretation. This experience allowed her to gain valuable insight to the intelligence community, as well as show her the introduction to government contracting.

Regina has over 30 years of diverse experience in business management and systems development in the federal marketplace for a number of large defense contractor companies. Her extensive experience was built on assignments ranging from training analyst and systems engineer, to program and division management. Ms. Sebastian has extensive expertise in proposal and business development, having supported the development of proposals ($500k to $500M) for federal, state, international and US commercial clients including DOD, FAA, USAID, FBI, Homeland Security, DOJ, FMCSA, Federal Highway Administration, and numerous commercial clients. Ms. Sebastian is also a US Navy veteran.

Tim Griggs is retired from the US Army, where he spent the last 11 of his 22 years of service as a Contracting Officer and Program Manager. He served as Chief of Contracting in Regional Contracting Centers during two year-long deployments to Afghanistan supporting US and coalition forces in Operation Enduring Freedom. He led three Contingency Contracting Teams in Germany and the United States, and earned DAWIA Level III in Contracting. He culminated his military career with the Defense Contract Management Agency, where he served as Deputy Director of two Contract Management Offices, earning DAWIA Level III certification in Program Management. With Skyway, he serves as the Operations Manager and moderates the Ask a Contracting Officer forum, and assists clients with proposal writing and review, market targeting and capture, training, and business development.
