Government contracting is often non-linear. Sure, there are rules, processes and procedures, but there is no “one size fits all” way for the government to buy something. And often once the government team finds an ideal way to buy something…the rules change, and they have to adapt their playbook…and contractors have to adapt their playbooks too. The rules are rarely set in stone. The current efforts to re-write the FAR make this even more apparent.
So, what to do?
Don’t focus on the linear path from requirement to contract because that path may change. Instead, focus on the principles that endure the gyrations of the changing regulations. Focus on the forces that constantly impacting GovCon, regardless of what is or is not in the FAR.
